Establishes common law marriage between one man and one woman. 

Creates a “Record of Marital Contract at Common Law” (RMCCL) to be filed with the county clerk.

Specifies that failure to record an RMCCL not determinative of whether a marital contract at common law exists and the existence and validity of a marital contract at common law is not dependent upon the act of submitting notice or of the state receiving and recording the notice.

For the purpose of this analysis, it is estimated that the proposed legislation will increase the number of filed marriage records by five percent, or 2,686 (5% x 53,725)..The proposed legislation would require the OVR to develop an RMCCL form an

The purpose of the bill is not to eliminate age requirements for marriage. It’s to give give people who believe in traditional marriage and are conscientious objectors (or 'homophobes' ymmv) to regular marriage an alternate law they can get married under which limits that type of marriage to a union between a man and a woman (even though they refuse to share this type of marriage with gays is bad optics)

The bill sponsor said that he doesn’t believe that minors would be allowed to get married under this proposed law - the issue is that this bill is poorly written so in theory courts might interpret it broadly to allow child marriages (and if that happens so be it, I am a Libertarian). Any how, the bill is pointless 

The possibility that this type of bill would permit child marriage is due to sloppy drafting, not purposeful intent. The person who did this bill Tom Leatherwood stated. “There is not an explicit age limit.”

Same sex marriage is a typical wedge issue, so the GOP takes something that people will feel very strong and emotional about, pen something a little vague and that can be interpreted in various ways depending on peoples' preconceptions, the media can't resist their headlines saying this bill supports 'child marriage' and the average person will not even care to read the bill but will in fact form an opinion 

So this type of bill generates political interest

This bill should be tweeked to maybe make this common law marriage of one man and one woman be a new holy variant of common law marriage for religious people so that the regular common law marriage can stay legal for both straight couples and same sex couples. 

This tweak should also either include Bromances and Womances becoming legal for same sex friends OR to give same sex couples more marriage and wedding rights than straight couples have alongside this

Conservatives are wrong for never wanting share things with others like marriage (to share with LGBTQ people) , means of production (to allow the workers to own the means of production).   

Maybe this bill should also be tweaked further to legalize workers owning the means of production, this way the Conservatives can at least share something (the means of production) if they won't share marriage

It sucks that nobody in the US truly cares about children in any authentic way. They care more about their parents as voting blocs and consumers. And in their minds if their parents decide to marry their children off like some religions do, more power to them.

The rights, privileges and developmental care of children and adolescents are nearly and completely dependent upon the huge voting demographics of specific kinds of parents.

Did this bill drafter actually claim that he intends to legalize child marriage again? Sounds almost LOL stupid. Or is "one man and one woman" meant to mean in their minds adults since if not it would be a boy and a girl or some other b.s?

Blue states have banned religious exemptions for underage marriages yet Red States are mixed on this because on the one hand they want to bend over backwards for evangelicals but on the other hand they are Islamaphobic …

It’s not meant to accomplish anything besides score political points with the people who will already agree with him regardless.
